Originality is that it's working like a radio or cb, not in a network
- no network/connection is established between emitter & receiver
- emitter emits (!) and forgets ; no aknowledgement or whatever form of established network with receiver prior or after ; if no-one to listen, message is lost
- receiver part of program is just continuisly listening, and display dedicated msg
Mandatory specs
=============
1 - win 7 & up ; MS VS 2012 Project of c# & WPF ; no MVVM ; 1 .xaml & its .cs with all inside ; additional libs are possible only if 100% free, open source & actively maintened
2 - GUI : just 3 controls
one start/stop button
one textblock that displays continuisly all emitted & received messages, if above button is 'ON'
one textbox for user entry; upon 'ENTER' hit, message is emitted (or likely sent to buffer, if system can not emit /receive at same time)
3 - works with any standard wi-fi card ; no hardware specifics or very limited
4 - should work while wi-fi card continues to work normally in OS, = no install or reinstall or block of hardware or other network protocols ; but depending on how #5 is done, it is acceptable that during the milliseconds of emitting, other protocols gets errors
5 - as in introduction : no form of network registration or P2P registration ; emits radio message and voila ; if another computer with same software is around to receive, good, otherwise lost

Achieved either by driving the wi-fi hardware radio raw directly, or because of points #3 & #4, by some level up in the wi-fi/tcpi/... pile of protocols : You do not need to reinvent all protocols : It should be possible to send messages between other standard network frames, just ignored by other applications because invalid format; but again, as low levell as possible, you to suggest
7 - one same .exe to emit & to receive ; so obvisouly multi-threaded to emit & receive & GUI
8 - for the purpose of testing the softw, each frame sent/received will look like

Xs is the pattern used to recognise such a message from noise or other nework messages ; you to decide it's form, but it should be possible to modify it ; note: depending of technics in #5, this Xs may not exists at all, or achieved in a different way
Ys : the message itself, entered in the text box by emitter; for purpose of testing, lenght=15 chars, but should be changeable in the code to longer or shorter message, ideally up to 250char, negociable
The innovative part is this one-way radio emission, without pairing or aknowledgment with or by the receiver, ie no network handshaking by both parties or similar aknwoledgment technic. This is the "emits and forgets". Like the BBC radio: they emit, and they have no idea if you are listening/receiving or not.
