I will post a contest on freelancer to get the best artist possible for a long term work relationship.

I need a "go-to-person" for incoming orders. That's what the competition is for. But there will also be a task, of course. The contest will be posted at least two times, so don't give up if your version don't win this time!
My name is Aleksander and I run a business called "Junior Masterpiece" that specialize in creating masterpieces out of children drawings. A child's drawing is always a masterpiece in the parents eye, of course the parent feel this way, but still children do have limitations in both perseverance and technique to make the picture complete. So that is what we want to do, we want to use children drawings and make it done in full color and make the surrounding environment beautiful and vivid.
I have some points I want to emphasize for the artist(s);
* the artist have to be available, have to be flexible to fulfill the job orders. This means that this business relationship needs to have a high priority! (Needs to let me know in advance when a order can not be fulfilled.)
* Needs to have the artistic integrity to be playful and artistically free, yet considering limitations in both time and quality.
To limit quality because, this is drawings with childish imperfections and are not for professionals, but for loving parents who wants their child's drawing in the foreground. (Have this in mind but also think about simplifying shapes or erase, or move elements.)
To limit time because, even though the work is inspiring and giving (believe me I've worked on a few,) our work has to be limited to highlight the first idea not our own little details and creative spins.
However the limitation policy is not a given, how we proceed depends individually on what the parent want and how much they involve in the process.
Most of the time we'll have a request from the parent and a comment about what the motive is and what the child imagines it to be. Other times it might be a more free assignment where we'll do more of the imaginary work our self.
So the task is to download my nephews jellyfish drawing and then make a ocean environment for it! (Remember, the jellyfish is the main character.. And the drawn line could be the sea bottom or the ocean top.)
Make the artwork in the same document size as the scan.
I need the files to be submitted in PSD, JPG, or any other popular image formats I can use.
You can use whatever technology you like, but mainly I want diversity and I don't like vector auto smoothing to much.
